Procedure Followed in Cadre Allotment to Officers of the All India Civil Services

Can IAS officer get home cadre?

After a person clears the UPSC civil services exam, he/she is allocated a cadre for service. The details of the procedure followed in cadre allotment to the officers of the All India civil services is given below.

  • The states in India are divided into 24 cadres. Each state constitutes a cadre except for three joint cadres. They are Assam-Meghalaya, Manipur-Tripura, and AGMUT (Arunachal Pradesh, Goa, Mizoram and the Union Territories).
  • Then, the vacancies in each cadre are classified into general, OBC and SC/ST.
  • In the next stage, the vacancies for each category are divided between insiders and outsiders on a 30-point roster basis. In this roster, the first vacancy is filled by an outsider, the second by an insider and the third to an outsider and the cycle is repeated.
  • Then, a list of candidates is prepared by their home states and their willingness to be allocated to their home states. In this list, each candidate is given a serial number (Sl. No.) in the order of merit.
  • Allocation of outsiders is done according to the roster system after the insiders are placed in their proper places on the allocation chart. Allocation of insiders is done strictly as per their ranks.
  • All the cadres are grouped into four. They are:

Group 1: Andhra Pradesh, Assam-Meghalaya, Bihar, Chhattisgarh, Gujarat.

Group 2: Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh.

Group 3: Maharashtra, Manipur-Tripura, Nagaland, Orissa, Punjab, Rajasthan, Sikkim.

Group 4: Tamil Nadu, AGMUT, Uttaranchal, Uttar Pradesh, West Bengal.

  • Since the number of cadres is 24, the cycles are 1-24, 25-48, 49-72, and so on. The candidates between Sl. No. 1 and 24 who are willing to be allocated to their home states are slotted in the first cycle (1-24), and the candidates between 25 and 48 would be slotted in the second cycle.
  • If two or more candidates have to occupy the same cycle as per their Sl. Nos., then, they will occupy the next cycle.
  • If a general category insider vacancy cannot be filled because of unavailability of a general category candidate, an insider SC/ST candidate fills the vacancy only if there is an SC/ST outsider candidate to facilitate exchange. If this is not possible, then the same process is done with an OBC candidate.
  • The candidates who could not get their home states are arranged in the order of their merit are allotted cadres against vacant slots available in different cadres, starting from the first cadre of the order in which they are arranged for the year.
