The first major scientific policy resolution was drafted and adopted in the Indian Parliament in the year 1958. It laid the foundation of the scientific enterprise and scientific temper in India. This resolution was born out of the realisation that the creation of a welfare state was only possible through investments in science and technology. Science and Technology would thus act as an instrument of socio-economic transformation.
