t=(4.0±0.3)s
velocity,
v=13.84=3.45m/s. . . . . . . .(1)
We know that,
Δvv=Δss+Δtt

Δvv=0.213.8+0.34=0.089

Δv=0.098×v=0.089×3.45=0.3m/s (from equation 1)

v=(v±Δv)m/s
