For bullock card, distance $=9km$

Time $=3hrs$.

$\Rightarrow$ Speed $=\frac{dist}{time}=\frac{9}{3}=3kph=S_B$

For Train, distance $=150km$

Time $=2hrs$.

$\Rightarrow$ Speed $=\frac{150}{2}=75kph=S_T$

$\Rightarrow$ Ratio of speed $=\frac{S_B}{S_T}=\frac{3}{75}=\frac{1}{25}$

$\Rightarrow$ Speed of $B$ cart : speed of train $=1:25$
