We know,
$$K_{a} =\dfrac{K_w}{K_b}=\displaystyle \frac {10^{-14}}{10^{-10}} = 10^{-4}$$ 
and
$$pH = \displaystyle pK_a +log\frac{ [salt]}{[acid]}  \implies pH = 4$$ as concentration of salt and acid is equal, $$\displaystyle \frac {[salt]}{[acid]} = 1$$
