We know centrifugal force $F=\frac{m{v}^2}{r}$ where v = velocity of the object, m= mass of the object and r = turning radius.

As the mass and turning radius does not change in this case we consider them as constant, thus we can say that

centrifugal force$F\alpha v^2$

Now as per question if the velocity of the cyclist is doubled than its tendency to overturn will be increase by 4 times

$F\alpha (2v{)}^2\alpha 4v^2$
