Diameter of the cylinder$=14$m

$\Rightarrow$ Radius of the cylinder$=\frac{14}{2}=7$m

Volume of the cylinder$=\pi r^{2}h$

$\Rightarrow 2156=\frac{22}{7}\times 7^2\times h$

$\Rightarrow$ Depth of the tank$=h=\frac{2156\times 7}{22\times 49}=14$m

$\therefore$Depth of the tank is $14$m
