Then, cost of $18$ toy $=18x$
Gain $=3x$

$\Rightarrow 3x=16800-18x$
$\Rightarrow 21x=16800$
$\Rightarrow x=\frac{16800}{21}=$ Rs. $800$

Therefore, cost price of a toy is Rs. $800$.
