The correct option is B $V_{A} - V_{B} = 0$
At equipotential surface, the potential is same at any point i.e., $V_{A} = V_{B}$ as shown in figure. Hence no work is required to move a unit change from one point to another i.e,
$V_{A} - V_{B} = \frac{W}{unit charge} = 0 \Rightarrow W = 0$
