Solution

a)The air here on Earth allows sound waves to move from one point to another (sound can also move through water, steel, earth, etc… ... ). There is no sound on the Moon. In empty space, there is no air, and what we call "sound" is actually vibrations in the air.
b)Actually, lunar surface doesn't have atmosphere and as we know, sound needs medium to propagate. Due to lack of medium, sound can't propagate on lunar surface and therefore astronauts use special type of electrical devices on their helmets which transfer sound waves from their voices into radio waves and transmit it to other astronaut. The mechanism is similar to working of radio at our homes.
