$$r=4  mm = 0.004 m$$
$$L=1  m$$
$$\theta =30^{0}$$
$$\dfrac{r}{L}=\dfrac{\epsilon_{0} }{\theta }$$   (using standard result)
$$\dfrac{0.004\times 30^{0}}{1}=\epsilon_{0} $$
