The initial position of the elevator is 10 m above the ground.
The elevator has to reach -140 m.
So, the elevator will have to descend 10 - (-140) = 150 m (in order to reach -140 m).
Given that the lift descends at the rate of 15 m/minute.
To decend 15 m elevator takes 1 minute
To decend 1 m elevator takes 115 min
To decend 150 m elevator takes 15015 = 10 minutes 
The elevator will take 10 minutes.
