Let store have packs $x$ in pics of $100$ writing pads and $y$

packs in pics of $250$ writing pads

Then total pads are $100x+250y$ (But given that total pads are $12300$)

$\therefore 100x+250y=12300$...........(1)

And total packs $x+y$ (But total packs are $84$ given)

$\therefore x+y=84$..........(2)

So $x=84-y$, put this value of $x$ in equation (1), we get

$100(84-y)+250y=12300$

$\Rightarrow 8400-100y+250y=12300$

$\Rightarrow -100y+250y=12300-8400$

$\Rightarrow 150y=3900$

$\Rightarrow y=26$

Then $26$ packs of $250$ pads.

Then total pads of $250$ packs $=$ $26\times 250=6500$

Then number of customer buying pads of $=$ half of total pads $=$ $\frac{6500}{2}=3250$
