No, not all periodic motions are oscillatory. In a periodic motion, an object repeats its path after a regular interval of time, although the path may or may not be “to and fro”(oscillatory) in nature.

For example, a man jogging on a circular track with uniform speed performs periodic motion, but not oscillatory motion.
