Reason is incorrect.
Water has highest density at 4C temperature. This is the reason for water at the bottom of the lake being at the given temperature.
Hence when water is filled in glass of water at this temperature, it occupies minimum volume for a given amount. When temperature is changed, density decreases, volume of water for the same amount increases and thus water overflows.
