In an external field, Both experiences different amount of forces, $$ \alpha $$ particle experiences twice the force but the mass of $$\alpha$$ particles are huge as compared to $$\beta$$ particles which are nothing but electrons. so, both experiences different deflections.
For case of specific charge, in $$\alpha$$ particles the q/m ratio is very low as compared to $$\alpha$$ particles while charge on $$\alpha$$ particle is just twice that on $$\beta$$ particle.
