Ammonia sulphate $(N H_{4} S O_{4})$ only decomposes to Ammonia when the temperature is greater than $250^{o} C (523 K)$ . This temperature cannot be produced in fields. But urea converts to ammonia and $C O_{2}$ easily. So urea is better fertilizer.
$N H_{2} C O N H_{2} + H_{2} O \to N H_{2} C O O N H_{4} \to 2 N H_{3} + C O_{2}$
So, urea decomposes to ammonia and carbon dioxide.
