The staggered form is more stable than the eclipsed form because the potential of the energy of staggered form in which the bond pair of two carbons are far away from each other is minimum. Also, the H atoms are as far part as possible and non bonded interaction between them is maximum.

In eclipsed form, the H atom are very close and so the increased overlap between them non-bonded orbitals is repulsive. That is why the staggered form is more stable than an eclipsed form.
