The assertion is correct because electrostatic force between two-pint charges is 
$$F=\dfrac{1}{4\pi \varepsilon _{0}}\dfrac{q_{1}q_{2}}{r^{2}}$$
where $$F$$ is proportional to the product of two charges and inversely proportional to the distance between them.
Reason is also correct because gravitational force is $$Fg=\dfrac{Gm_{1}m_{2}}{r^{2}}$$
where $$G=$$ gravitational constant $$m_{1}$$ and $$m_{2}$$ are two masses.
