Seeds contain a seed coat, cotyledons, endosperm and a single embryo. The embryo has three main parts the plumule, the radicle and the hypocotyl. The pumule consisting of the apical meristem and the first true leaves of the young plant. The cotyledons which act a the storage area is the significant part of the embryo and is present within the seed. On germination, the cotyledons in the seed grows into the first embryonic leaves. Hence, though both the assertion an reason are correct, one does not stand for the other.
