The central atom of [XeO6]4 is Xe and the total number of lone pairs of electrons in Xe of [XeO6]4 is 0.

The central atom of ClF3 is Cl and the total number of lone pairs of electrons in Cl of ClF3 is 2.

So, the required sum of lone pairs of electrons in the central atoms is 2+1=3
