Can a body only be negatively or positively charged ? Like a ebonite rod is always negatively charged , can it be positively charged also ?

No, an ebonite rod always gets negatively charged. Similarly, a glass rod will always get positively charged. It depends on the tendency of any body to loose or gain electrons.
