The concept you are asking about is Genetic engineering, In this plants and animals can be genetically modified by using DNA Recombinant technology.
Mutation is change that occurs in our DNA sequence due to various factors called mutagens,
Mutation of a germ cell is called germinal mutation, the germ cells gives rise to gametes and thus the mutation in many cases is passed onto the next generation.

Recombinant Dna technology is used for the modification of organismsand plants , the first genetically modified animal was Dolly, a sheep.Studies on similar techniques of cloning and modifying organisms are still going on.
