Dry hydrogen chloride gas does not turn blue litmus to red whereas hydrochloric acid does. Why?

In hydrochloric acid solution, it gets dissociated to H+ and Cl which makes it highly acidic, because of which litmus is turning red. But the similar thing doesn't happen in case of dry HCl gas [no dissociation].
