Angular velocity with respect to

Angular velocity $$w=11.25 rad/s$$
If $$A$$ be at rest let a point at distance $$x$$ from $$A$$ has zero velocity,
Then,
$$\begin{array}{l} { V_{ A } }+kw=0 \\ At\, \, k=0.2 \\ { V_{ C } }={ V_{ A } }+kw \\ =1.5+\dfrac { { 4.5 } }{ 2 } =3.75\, \, m/s \end{array}$$
