To find the greatest number of identical snack bags, we want to find the greatest common factor of 6 and 14.

The factors of 6 are : 1, 2, 3 and 6
The factors of 14 are : 1, 2, 7 and 14

From the above, the common factors are 1 and 2.
So, the greatest factor among the common factors is 2.

Hence, the greatest number of identical snack bags that Emily can make is 2.
As, 3 × 2 = 6 (6 Orange candies)
7 × 2 = 14 (14 Cookies)
