According is IS 2386 the formula of bulking of sand

=(ABB)×100

A=bulking sand
B=dry sand
In question concrete mix ratio is given by 1:2:4
Cement= X , sand = 2X, aggregate = 4X
Bulking of sand=15 %
15=(ABB)×100=(2XBB×100)B=1.739X
then ratio of dry sand to cement
=Bcement=1.739XX=1.739
