In the circuit (I), starting point of the resistors $R_{1} a n d R_{2}$ are connected and the end points of the resistors are connected together. Therefore they are in parallel in circuit (I).
In the circuit (II), the end point of the resistor $R_{1}$ is connected to starting point of the resistor $R_{2}$ . Therefore they are in series in circuit (II).
