1980s1990s2000s198025199026200025198228199224200229198427199428200428198625199627200627198826199828200829Average in 1980s26.2Average in 1990s26.6Average in 2000s27.6

The maximum temperature ever recorded in the city is 29C (in 2002 and 2008) and the minimum temperature ever recorded was 24C (in 1992). Thus, both options A and C having temperatures of 28.2C and 26.7C lie within this range,

24C<26.7<28.2C<29C

However, option B has a temperature (19.9C) that is very much lesser than the minimum temperature ever recorded (24C). Similarly, option D has a temperature (34.1C) that is very much higher than the maximum temperature ever recorded (29C).

Thus, having these temperatures would mean a very abnormal weather in that city considering the climate of that city.
