How can we say that democratic government makes slow decision?

Democratic government is based on the idea of negotiations and deliberations. There are multiple rounds of debates which take place before a final decision. Majority of the representatives have to be convinced about the efficiency of a decision/law which takes time and effort, thus, making the process slower.
