Industries were classified into three categories:

1. Schedule A: Seventeen industries were included, like arms and ammunition, atomic energy, aircraft, oil, railways.

2.Schedule B: Twelve industries were included like aluminium and other non-ferrous metals, machine tools etc.

3. Schedule C: All the remaining industries were included.
