Oxidation state of oxygen in H2O2 is 1 due to presence of peroxide linkage. Oxygen has an intermediate oxidation state (between 2 and 0). So, further it can be oxidized (from 1 to 0) as well as reduced (from 1 to 2) so it can acts as oxidising as well as reducing agent.
