Morarji Desai's government established the Mandal Commission on January 1, 1979. It is officially known as the Socially and Educationally Backward Classes Commission. The Mandal Commission developed 11 criteria to recognise the Other Backward Classes. The Commission submitted its report on December 31, 1980. In 1990, VP Singh announced that the recommendations of the Commission would be implemented. This was followed by violent protests. Later, in 1992, the Supreme Court upheld the Commission after a few amendments.
