An oxidising agent is the one which oxidises other substances (by removal of hydrogen or addition of oxygen) and itself gets reduced (addition of hydrogen or removal of oxygen).
3Fe+4H2OFe3O4+4H2
In above reaction, water (H2O) acts as an oxidising agent as it oxidises iron (Fe) to form ferric(III)oxide (Fe3O4) and hydrogen (H2).
