The above statement is false because if a body is not in rest it means that it is moving with uniform velocity and net external force can be zero on body.
Net external force is zero means if a body is in rest it remains in rest and if a body is moving with uniform velocity it will remains moving.
So, it depends on the external force and other conditions.
