Time taken in first case $T_{1}$ = $20 s$
Time taken in second case $T_{2}$ = $40 s$

Power, $P = \frac{W o r k d o n e}{T i m e t a k e n}$
As work done is constant, power is inversely proportional to time taken.
$\frac{P_{1}}{P_{2}} = \frac{T_{2}}{T_{1}}$
Hence $\frac{P_{1}}{P_{2}} = \frac{2}{1}$
