We know hitting a 4 and not hitting a 4 are complementary to each other
$\Rightarrow$ Probability that a 4 is not hit will be given by = 1 - $\frac{1}{3}$
= $\frac{3-1}{3}$
= $\frac{2}{3}$
Hence the probability of not hitting a 4 is $\frac{2}{3}$
