The correct option is B $2$
Common acceleration in both cases will be
$a = \frac{F}{m} = \frac{3}{3} = 1 {m/s}^{2}$

Case a :
FBD of $2 kg$ block will be

$N_{1} = 2 a = 2 N$

Case b :
FBd of $2 kg$ block will be

$3 - N_{2} = 2 a$
$N_{2} = 1 N$

$∴ \frac{N_{1}}{N_{2}} = 2$
