(1) Yes. When the current is just started, the magnetic field lines will increase from zero. This change in magnetic flux will cause electromagnetic induction.

(2) Yes. When the current is just stopped, the magnetic field lines will decrease to zero. This change in magnetic flux will cause electromagnetic induction.

(3) Yes. When a magnet is moved through a loop of wire, the magnetic flux linked with the loop will first increase as the magnet is approaching the loop. After this, the magnetic flux linked with the loop will start decreasing as the magnet is going away from the loop. This change in magnetic flux will cause electromagnetic induction.

(4) No. There will be no electromagnetic induction when a loop is help stationery near a fixed magnet as the magnetic flux linked with the loop is not changing in this case.
