Parallelogram has opposite sides equal and parallel. Rectangle also has opposite sides equal and parallel. The difference between the two is that sides of rectangles form $90^{o}$ while that of parallelogram don't. So rectangle can be called a parallelogram because they fulfill all the requirement of a parallelogram but parallelogram cannot be called rectangle.
