$15 cm : 2 m = \frac{15 cm}{2 m}$ = $\frac{15 c m}{2 \times 1 m} = \frac{15 c m}{2 \times 100 c m} = \frac{15}{200} = \frac{3}{40}$ $(1 m = 100 cm)$
$10 seconds : 3 minutes = \frac{10 seconds}{3 minutes} = \frac{10 \sec .}{3 \times 1 \min .} = \frac{10 \sec .}{3 \times 60 \sec .} = \frac{1}{18}$
$\frac{3}{40} \neq \frac{1}{18}$
So, statement is not true.
