The Indian Councils Act, 1861 initiated the policy of legislative devolution by restoring the legislative powers to the Bombay and Madras Presidencies. The Minto-Morley Reforms introduced a system of communal representation for Muslims by accepting the concept of ‘separate electorate’. The Montague-Chelmsford Reformsintroduced, for the first time, bicameralism and direct elections in the country.
