In 1985, Mikhail Gorbachev was elected general secretary of the Communist Party of Soviet Union. He proposed the idea of Glasnost, the Russian word for ‘openness’. It included the policy of ideological openness and space for criticism of politics and government. He also proposed Perestroika, the Russian word for restructuring. Gorbachev wanted to restructure the economic and political system of the USSR.
