Mohammed Ali Jinnah, the leader of the All-India Muslim League, wanted all the Muslim seats in the Council to be filled by members of the League. This was unacceptable to the Congress. Neither of the Indian leaders could come to a common agreement and so, on 14 July 1946, Lord Wavell announced the failure of the Simla Conference.
