A potato grows underground, then why it is considered as a stem but not a root??

Edible potato is the modified underground stem called tuber. Potato tuber contains all usual parts which the stem contains such as nodes and internodes Nodes are represented by eyes on its surface. Each eye has a leaf scar and a bud. Eyes (buds) present on potato tuber produce new shoots that grow into typical stems and leaves. Roots arise from underside of tubers.
