Question

After 2 yrs 1/3rd of Rajya Sabha member retired. A cycle is maitained because in Rajya Sabha every member completes a term of 6 yrs. So my question is how members were elected and retired when Rajya Sabha was formed for the first time?

The Rajya Sabha has been in existence even before Independence. The Montague-Chelmsford Report provided a provision for a Bichameral Legislature and the Council of States was formed in the Government of India Act of 1919. This Council of States was renamed Rajya Sabha in 1954. The Constitution of India came into force in 1951 and the composition and election of the members of the Rajya Sabha or the Upper House was outlined then. Since there was a Council in office when the rules governing the election and tenure of the members of the Rajya Sabha, the cycle as mentioned in your question could be implemented.

Just for your information the initial Council of States set up by the British after Act of 1919 had 60 members, 20 of whom were officials and the remaining elected. The term was 5 years.
