Drawing a chord of contact of a point from 'l' is simply the reverse of the process of drawing the polar itself. When we draw polar, we took many secants going through p to find the locus of all points of intersections of tangents from the ends of the secants. If we take such a locus point and draw tangents to circle and get the chord of contact the we would get the exact secants. Hence all such chords will go through the point P.
