ozone is heavier than dioxide. then why it is found on the outermost layer of the earth and oxides and dioxides are found on the atmosphere and on the surface of the earth?

Up in the atmosphere Oxygen absorbs the UV rays and break downs allows it to form Ozone and before it could come down considerably it breaks down into oxygen again.
