because tropic of capricon have arid or semi-arid climate means precipitation is too low to sustain any vegetation at all and tropic of cancer is generally hot and dry. Both of the places are not efficient for the presence of maximum diversity of life, only some organisms that are capable to tolerate such climate are found there. That is why there is a maximum diversity of life form in brtween tropic of cancer and tropic of capricorn
