(a) $C_{4}$ plants have evolved PEP as primary acceptor of $C O_{2}$ to avoid the sensitivity of RuBP carboxylase-oxygenase to high concentration of oxygen, so that they can avoid photorespiratory loss of $C O_{2}$ occuring in them.
Other options (b), (c) and (d) are incorrect. PEP is not primary acceptor in them.
